Delhi boy refuses to co-operate in 'ragging' case

Sandesh Prabhudesai
3 August 2001

The police are in a fix over the case of 'ragging' of a Delhi boy in a national catering institute located here as the student, who has already fled home, has refused to co-operate with the police in identifying the culprits.

Mother of Shailender Agarwal, who was stripped nude while pushing drug-stuffed cigarette in his mouth by four senior boys and two girls, had faxed a complaint in this regard last week after her son had fled Goa.

Based on a complaint forwarded by the principal of the National Institute of Hotel Management and Catering, the state police have also filed a complaint against unknown persons under sections related to assault, wrongful confinement, dishonouring a person and criminal intimidation with common intention.

"But it is impossible to make any headway unless the victim comes forward to identify them", says Davesh Srivastav, the SP. After speaking to Shailender's aunt over phone, the police have now issued a summons to both the boy and his mother to appear before the police.

According to Srivatstav, the Agarwal family is not interested in pursuing the complaint but only in getting a refund of fees paid to the tune of Rs 45,000. "The boy, we are told, is still in a trauma", he adds.

Meanwhile, the police have filed a complaint against five Delhi-based boys studying in the institute, based on an inquiry conducted by the principal. Some junior students have deposed before the principal, stating that they were ragged at a minor 'introduction session', but with a request that the seniors' career should not be spoilt by taking any action against them.

These senior boys are Vikramjit Singh, Rajiv Kumar Kalia, Mohammed Nasiruddin, Bhaskar Banerjee and Mukesh Sagar, studying either for the second or third year in the institute. They may be arrested if necessary, state the police.

The police however plan to go ahead with this minor case, with an intention that they may find some clue to reach those unknown four boys and two girls who had literally tortured Shailender by indulging themselves into a criminal activity.
