Babush passed Std XII as Education Minister in 2009, from Mohali, Punjab

 

Education minister Babush Monseratte has finally said he has passed standard XII examination in 2009, and not in 1979, after he became the education minister of Goa.

The latest affidavit filed by Babush before the returning officer to contest from St Cruz constituency states that he has passed Senior Secondary Examination from Council of Secondary Education, Mohali in 2009.

The higher secondary education in Goa is called senior secondary education (Std XI and XII) in Mohali, Punjab.

Council of Secondary Education (CSE) in Mohali of Punjab is not a school but like a Board of Examinations, which the schools are affiliated to.

Babush however has not mentioned in his affidavit which school he studied at, which was affiliated to the Council of Secondary Education, Mohali.Affidavit Babush filed in 2012

Section 8 of the Norms for Affiliation of the CSE, Mohali states that the student from Std IX to XII should do two hours of homework every day, of which written work should not exceed one hour.

Section 9 of the Affiliation  Norms  speaks about records to be maintained by the affiliated schools, of which section (a) deals with attendance of the student, as under:

“9. Records

a)      The School shall maintain records of the attendance of pupils in Classes IX and X, XI and XII for the purpose of admission to the Council's examinations. The entries in these records  should  be  properly  checked  and  signed  by  the  Principal  or  a  teacher nominated by the  Principal.  The attendance records should be made available for inspection when this is required by the Chief Executive and secretary of the Council.”Affidavit Babush filed in 2007

Babush was appointed the education minister on 7 August 2008.

He, as per the affidavit, passed out his standar XII in 2009.

His Goa Assembly profile however still shows that he has passed SSC.

Educational qualification of Babush had become a controversy after social activist Adv Aires Rodrigues had challenged his affidavit. Babush had filed this affidavit in 2007 Assembly election.

This (2007) affidavit had stated that Babush had passed SSC from St Theresa's High School from Bandra in Mumbai through Maharashtra Education Board.

Adv Rodrigues had then procured a letter from the Headmaster of St Theresa's High School, which had stated that Babush had left that school on 7 September in 1978 while in the standard VIII.

In his reply to the show cause notice issued by the Returning Officer, Babush had then stated that he is SSC but not from St Theresa's High School as he studied in many other schools after being in St Theresa's.

The latest affidavit of 2012, filed now before the returning officer however states that he has passed senior secondary examination (Std XII) from a school affiliated to the Council of Secondary Education of Mohail in Punjab in 2009.

Babush was serving Goa as the education minister when he had passed his standard XII examination.

Our system is corrupted form the core. v the people have to blame our self for encouraging such corrupt & rutless politicians. The education portofolio needs to be put in safe hands some one who is well educated & can be looked up to with pride. hope this elections will not repeat history & better sense will prevail among the public at the time of voting. let us have clean candidates & vote for a change of family raj!!!!!!!!!!!

Education portfolio needed to be handled by some one who is educated, some one who knows the importance of education and some one who could introduce the values in the system--seen missing. A disgrace and shame for the people of this State for allowing such shabby treatment to such a vital subject....

Well, you got to give it to this guy. He is like Gadafi of Goa, you name the crime and he has committed it. And the democratic laws cannot even ruffle a feather in him. What a disgrace, he must have been rotting in jail, if it was any other democratic country in the world. That is Goa and India for you. And of course, now the people of Santa Cruz and Talegao will send the 'JODI' to the assembly with a thumping majority. I won't be surprised if he becomes the next CM of Goa.
