Disqualification plea filed against "Portuguese(?)" Ticlo

 

Aldona MLA of BJP Glen Ticlo is now the second legislator facing threat of disqualification. Congress spokesperson Sudip Tamankar has filed a petition before Governor of Goa, alleging that he is a Portuguese national.

The complaint is jointly filed by Tamankar and Amarnath Panjikar.

Tamankar has produced documents which state that Ticlo registered his birth once again in Portugal and he was granted Portuguese citizenship on 27 November 2009.

In order to verify the documents, the petition has prayed before the governor to direct the ministry of external affairs to obtain all the relevant citizenship documents of Ticlo from the central civil registration office of the Portuguese government.

As per the procedure, the governor has to forward the petition to the Election Commission of India, who will recommend whether Ticlo should be disqualified.

Pending disqualification, Tamankar and Panjikar have also requested the Governor to suspend him as a legislator.

According to the petitioners, Ticlo’s election held in March last year was illegal and unconstitutional under Article 191 (d) of the Constitution of India.

The said article states that the person elected to the Legislative Assembly shall be disqualified if he or she “is not a citizen of India or has voluntarily acquired citizenship of a foreign state.”

Article 192 (2) of the Constitution of India empowers the State Governor to take a final decision regarding disqualification of MLA, after obtaining opinion of the Election Commission of India.

The petitioners have also requested the Governor to declare Aldona constituency vacant after Ticlo’s disqualification and declare a by-election.

Meanwhile, the Bombay high court at Goa is presently hearing a petition filed against Benaulim MLA Caitu Silva of the Goa Vikas Party, by his Congress opponent in the Assembly election – Valanka Alemao.

Caitu is found to have been registered his birth in Portugal.

Instead of approaching the Governor, Valanka has chosen to approach the high court as she has prayed for declaring her as the MLA of Benaulim, after disqualifying Caitu.

Nationality is determined by Passport, not birth certificate, a person may be born abroad but still be Indian Citizen.

If Ticklo holds Portuguese (or some other) passport than he is a cheat, if not he is safe and no one can touch him, instead he should file defamation damages against those filling the disqualification petitions.

Mr. glen ticklo has been elected in Aldona as Aldonkars were fedup and Narvekar the goonda for long. But eversince Glenn has been MLA, once again corruption and illegalities and goondagiris have begun in full swing. He has not even aware of his promised manifesto for Aldona. No development works has been planned. There are lots of problems in Aldona. Now that the disqualification has been filed in the delhi high court too by melvyn Fernandes which will be sooon disclosed to media. He needs to be out as i have personally seen the birth certificate and i too declare him unfit. Mr. Glen do not hide yourself from media. Media is keeping an eye on you. If you were so confident of your case than why were you hiding away from media. You have not entertained media when the cameraperson came to your residence. Now we have lost confidence in Glenn Ticklo and that in just 9 months you have proved yourself a fool in Aldona. You have not even visited your wards to take their grievances. You are now in support of the Dayanand Narvekar works. You have never put forth any problems or even investaged the previous MLA status. Take example of Rohan Khaunte, and others they want tko compete with the previous. Better quit yourself before people makes you quit forcefully.

bjp has tried everything and anything to come to power. Case of glen and caitu are result of it. Bjp should have atleast verified their credentials. As a result every cirminal in goa is today roaming as bjp worker. Bjp always had a group of matka bookies in its rank and file, whole goa knows. But there is also substance in complaint of tamhankar against parsekar. If u go to mandrem all local drug dealers are bjp workers. This is no coincidence. This is what happens when you are ready to do anything to come to power.
